Last year, after illegal fireworks torched the Boise foothills, you would have been hard pressed to find anyone complaining about changing the rules.

But timing is everything.

Renea Colbin and Sherrie Harron have set up a fireworks stand the last seven years in Middleton.

Most of their stand is of the illegal variety, so they say they were shocked to hear about the change.

"We need to know why," says Sherrie Harron. "When they talked about this last year, why didn't they put something in place before now?"

The women take time from their normal jobs to make some extra summer cash, and it takes a lot of effort.

"We plan it, make sure we have an area, and we stay in a trailer we don't own so we rent one," said Renea Colbin.

All that costs money in advance -- money they would not have spent, if they knew the rules were going to change at the last minute.

"It takes our summer income away," said Colbin. "It'll set us way back in the hole a lot of money."

For now, the two plan to continue selling in Middleton until someone tells them to stop.

"It's only fair to let us sell what we've got in our stand and all the work we've done," said Colbin.
