Garden City Police arrested 59-year-old Douglas Ray Kaufman early Sunday morning on felony charges of second-degree kidnapping and rape.
Police were dispatched to respond to a reported rape on Remington Street in Garden City. The female adult victim was able to flee from the residence where she was being held and run to a neighboring home.
Investigators revealed the victim had been restrained with zip ties and tape.
The victim was transported to an area hospital where she was treated for non-life threatening injuries.
Douglas is a known sex offender and was previously arrested and added to the registry in 1995 for lewd conduct with a minor under the age of 16 in Lewis County. He was arrested again in 2008 in Canyon County for sex abuse of a minor under the age of 16.
Kaufman will be arraigned Monday, June 11, at 1:30 p.m.
