UPDATE:
Boise Police say after a thorough investigation into the death of 22-year-old Robert Eugene Skinner, the Ada County prosecutor issued a warrant for the arrest of 21-year-old Kyle Kelly on charges of involuntary manslaughter.
Police say he turned himself into the Ada County Jail Wednesday.

Boise Police are still investigating a shooting on the 900 block of Belmont Street at 2:45 Friday morning. Officers found one male adult with a fatal gunshot wound.
The deceased has been identified as 22-year-old Robert Eugene B. Skinner, according to the Ada County Coroner. The coroner says next of kin has been notified.
The cause of death was a single gunshot wound to the neck, police say, and officers initially thought the victim suffered an unintentional self-inflicted gunshot wound, but officers have determined the wound was not self inflicted.
The shooting appears to be unintentional, but officers say criminal charges are possible.
