A Twin Falls prosecutor has made a decision following the review of a Twin Falls Police officer's response to the In-N-Out shooting in August.

Paul and Jason Cannon are among the good samaritans credited with saving lives when gunfire erupted at the In-N-Out drive-thru earlier this month. The shooting left three people dead and several others injured.

"We were going to make sure we got everybody out," Paul said.

The pair say an off-duty Idaho State Police Trooper, Steve McClain, identified himself to them during the shooting, and the father and son sprang into action to back him up.

"I didn't know exactly what was going on but I know that we had to help," Paul said.

"God... he urged me to get up and see what was going on," Jason said.

"We followed him into the back area ... my main thing was to get everybody out," Paul said.

Surveillance video released by the Twin Falls Police Department shows Paul and Jason appearing as Trooper McClain clears the kitchen. That's when they began trying to help Ashley Garibay, identified by Twin Falls Police as the first victim shot.

"I saw Ashley laying under the table, where they do the potatoes, and I turned around and tried to call 911 a couple times I turned back around and she was already lying flat on her stomach," Jason said.

The pair say Ashley was already gone.

Surveillance video shows the shooter returned just seconds later. According to video narration released by Twin Falls Police, the off-duty trooper and the gunman exchanged fire. The gunman retreated before returning to the payment window a fourth time, firing inside and striking a fourth victim a good Samaritan who was attempting to assist the off-duty trooper and render aid to the victim inside.

"I saw the suspect turn around and he fired at us and I tried to shield my son so I kind of turned and I got it right in the side," Paul said.

Even with a gunshot wound to the abdomen, Paul kept trying to help others who were still hiding get out.

"All I know is that I wasn't leaving anybody behind so I told the girl hiding under the bench ... 'come on sweetie I've got to get you out of here if you don't leave, I can't leave' and I said 'I've been shot and I need to go to the hospital,'" Paul said.

Still bleeding, the two say they stayed to make sure no one else was left behind.

"My son tried to pick up Ashley and was having a hard time with her, so he ran out and got somebody else to come in and that young man came in and grabbed Ashley and pulled her out and then we went to the bathroom to make sure both bathrooms were cleared and then we cleared the rest of the restaurant," Paul said.

Once outside, Jason focused on getting his father to the hospital but chaos in the parking lot made that difficult. Another bystander stepped in to help.

"Another guy said, 'hey I can get out let me take you to the hospital' it was a pastor out of Hazelton and they asked if they could pray for me and I said 'heck yeah, I could use all the prayer I could get' and I apologized several times for bleeding all over his truck," Paul said.

Paul was treated and released and is now back home recovering.

"I've got a lot of shrapnel in my arm and my side and my back. But..." Paul said.

When I asked if he was doing OK, he smiled.

"Yeah, I'm here today," Paul said.

According to the video breakdown, the gunman arrived at the drive-thru in a white Honda Civic. When he reached the payment window, he shot the first victim, Ashley Garibay, who later died at the hospital.

The gunman then pulled forward, where he shot the second victim, Christopher Claunch, in his vehicle. Claunch was pronounced dead at the scene.

The video then shows former Twin Falls police officer and former Idaho State Police trooper Austin James running toward the incident, where he encountered the gunman and became the third victim shot. Due to severe blood loss, James was pulled back into his vehicle and given aid before being transported to the hospital.

Approximately 3 minutes had passed since the shooting began, and the first law enforcement officer arrived at that point. The off-duty trooper directed the responding officer toward the shooter at the visitors center.

"Three people, who are in the visitors center, are unable to evacuate and shelter inside as the gunman enters," the video breakdown said.

The gunman did not locate the three people sheltering inside and left, making his way toward the canyon rim. There, he encountered another citizen who engaged him.

"First thing she asked when she woke up, but she couldn't talk she wrote a K for my name and a baby bump just to make sure, you know, that I was OK," Karla said.

Isabel's condition has since stabilized, and the family was able to wish her a happy birthday this week. Karla said the family is welcoming prayers and support through a GoFundMe.

When the light turned green, Pixley started up his motorcycle to continue his journey with his friends who were following behind in a car. Thats when heard bang.

He felt his left arm drop down. He couldnt lift his arm up and suspected that maybe something happened on the motorcycle, he had no idea this was taking place over here. He looked down at the motorcycle to see if something happened with it, there was no damage to the motorcycle, then he saw his arm, Klaas said.

Klaas said Pixley pulled over and his friend followed. Pixley told his friend he thought he got shot. After a quick look at the wound, he was rushed to a local emergency room. Klaas said he was shocked when he found out his cousin was injured by the shooter.

Klaas said Pixley feels confused about the situation, unsure why someone would do something like this to innocent people. Pixley was later transported to a hospital in Boise because the damage to his elbow was so severe.

It entered into an angle like this on his elbow, and came out through here. And that part of the elbow is where the tendons and the muscles that come down to your fingers and make your fingers operate. He cant move his fingers right now as a result, Klaas said.

Jump described where one of the bullets landed. "Right behind her head," Jump said.

Both are still processing what took place Saturday. Tonge described the emotional toll in simple but powerful terms.

"Terror... I'm scared... and sad that it happened in some place that I grew up... in our community," Tonge said.

Jump said he is working through a mix of emotions following the close call.

"I'm feeling sadness... frustration... he tried to hurt the person I love, and that really upsets me I try really hard to protect her, and her life was put at risk and everybody else's life was put at risk. I just think this is something that really needs to stop the violence is getting out of hand," Jump said.

To help the community begin to heal, Mark Tonge Angela's brother is organizing a candlelight vigil for those who need support.

"We are having a community vigil it's not sponsored by the city but it's several members of the community that have reached out wanting to show our sympathies and show respect for those that tragically lost their lives and bring our community together and somewhat try to start a healing process just show that we're Twin Falls strong and this isn't going to define us," Mark Tonge said.

The vigil is scheduled for 9 p.m. Tuesday at Twin Falls City Park,

"We're just asking people to please come and bring candles both battery or small flame or just your phone light. We'll have pastors and religious people going around to be able to support and offer prayers and guidance to all those people that want to attend we just want to show our respects," Mark Tonge said.

"We lost one of our beautiful Associates tonight," Snyder wrote. "She was taking care of our most important asset our Customers."

Snyder also said the gunman "ended his life shortly after" shooting customers and the employee. Twin Falls police confirmed this at Sunday's press conference.

Police have not released the names of the victims.

Lt. Steven Gassert said officers received the first call reporting the shooting at 2:29 p.m. Saturday.

Investigators are interviewing hundreds of witnesses as they work to determine what happened. Federal agencies, including the FBI and the Bureau of Alcohol, Tobacco, Firearms and Explosives, are assisting with the investigation.

The FBI has established a digital media tip line for the public to submit images and videos related to the shooting that occurred Saturday at In-N-Out. Anyone who was in the area or has photos, videos, dashcam footage or other relevant media is asked to submit it through www.fbi.gov/twinfallsshooting. Investigators say even small details may help as they continue working to piece together what happened.

Gov. Brad Little also outlined the State of Idahos response, saying multiple state agencies are assisting Twin Falls officials and supporting those affected by the shooting.

"The people of Idaho stand with the residents of Twin Falls and all those affected by Saturdays unspeakable tragedy. Teresa and I continue to pray for the victims, their families, the first responders, and the entire community," Gov. Brad Little said. "The State of Idaho is committed to standing alongside local leaders for as long as needed by providing law enforcement resources, behavioral health services, and other support to help the community heal and recover."

The governors office said Twin Falls community members seeking support can contact the 211 Idaho CareLine for community and social services or call/text 988 for crisis support.
