Vine program charges criminal to help victims

Governor Butch Otter is making criminals pay...literally.

He's signed a new measure requiring anyone convicted of a crime to pay a $10 fee to help support a crime notification system.

The program is called VINE. Anyone registered in the system will receive notification by telephone or email when the person they registered against is released from custody or scheduled for a court appearance.

Last year more than 22,000 automatic notifications were made to people in Idaho.
